StarterCart uses the standard Neptune program installation. This means that you must first install Neptune and then install StarterCart (copy the folder into the "admin" folder of your new site).
Alternately, you can use the Generator to create a new site and choose StarterCart as one of your programs. The generator will then create a new site with StarterCart already loaded into it.
